The RKVY (National Agriculture Development Programme/Rashtriya Krishi Vikas Yojana) was devised by the Ministry of Agriculture with the aim of achieving 4% annual growth in the agriculture sector during the Eleventh Plan period (2007-08 to 2011-12). The main objective of the Scheme is to incentivize States to increase public investment in Agriculture and allied sectors by providing 100% Central Government grants for State Agricultural Plans. The States, under RKVY, are required to prepare the Agriculture Plans for their districts based on agro-climatic conditions, availability of technology and natural resources.

The Scheme is an incentive scheme; wherein there are no automatic allocations. The eligibility of a state for the RKVY is contingent upon the state maintaining or increasing the State Plan expenditure for Agricultural and Allied sectors. Each state needs to ensure that the baseline share of agriculture in its total State Plan expenditure is at least maintained, and upon its doing so, it will be able to access the RKVY funds. The base line would be a moving average and the average of the previous three years will be taken into account for determining the eligibility under the RKVY, after excluding the funds already received.
